I need a certificate for a foreign payment, is that the same thing?
Not quite, making a payment abroad (a remittance to a non-resident) is a special, more technical case handled through “Form 15CA and Form 15CB”, rather than a general bank or visa certificate. Form 15CB is a specific CA certificate concerning the taxability of a foreign remittance under the income tax law and any applicable tax treaty (DTAA) and Form 15CA is the remitter’s related online declaration; together they’re required, in certain cases, before certain payments can be sent abroad.
